Spec ambiguities on a one-off house cost what they cost. The same ambiguity on a group-home development multiplies by the number of dwellings — and the cost of catching it on dwelling 1 versus dwelling 8 is the difference between a tender clarification and a portfolio loss.

The build

A Manukau group-home development: eight detached single-storey dwellings on a single-title superlot, each 110-130 m² gross floor area, repeat plan with handed mirror variants. Fixed-price head contract on a master scheme between the developer and a South Auckland head contractor, total head contract in the $4.6-5.8M range. Standard cladding palette: a brick-veneer plinth on the front elevation, fibre-cement sheet to the body, with painted timber weatherboard on the rear and side elevations to break the streetscape.

Resource consent and building consent were granted on a single application covering all eight dwellings. The repeat-build economics rely on locking the trade quotes against unit-1 documentation and replicating across the eight.

What we found in the quote

The architectural elevations (A-20 series) showed painted timber weatherboard on the rear and side elevations, annotated "190 mm bevel-back profile weatherboard, painted finish to specification." The architectural section (A-30 series) showed the same cladding zone but with a different annotation: "190 mm rusticated profile weatherboard." Two different profiles named on the same drawing set. The consent set stamped by council carried the bevel-back annotation on the elevations.

The cladding sub had priced against the section detail (rusticated). The fixings, the substrate ventilation cavity, and the head and sill flashing dimensions for rusticated weatherboard differ from bevel-back at the joinery interface — different overlap, different shadow line, different flashing return.

More significantly, the painted-finish specification in the architectural set §0840 specified an alkyd primer with two acrylic top coats, but the cladding supplier's data sheet for rusticated bevel-back weatherboard (the priced product) required a specific water-based primer system to maintain the 15-year coating warranty. Three documents, three positions, one trade quote.

This is not a rare pattern on group-home work. Drawing-set internal contradictions get carried through eight stamped sets in one go.

How the code resolves it

E2/AS1 §9.1.5 covers junctions between cladding and joinery and sets the minimum cover and seal at the head, sill and jamb. The clause is profile-agnostic — bevel-back and rusticated both comply if the cover dimensions are met — but the flashing dimensions and the substrate ventilation cavity (typically 20 mm under §9.1.2) differ at the install detail level.

E2/AS1 §9.1.2 covers the drained and ventilated cavity behind direct-fixed cladding. Both profiles require the cavity. The cavity batten layout and the bottom-vent strip depend on the profile width and the fastener pattern.

Under NZS 3910 §2 the order of precedence among contract documents resolves internal contradictions: the specification typically prevails over the drawings, and the consent-stamped set is the binding version where ambiguity persists. Best-practice contract administration is to issue a CA instruction under §6 to clarify before the trade installs against the wrong document.

The scope-mapping step — reading every architectural drawing against the specification against the consent set against the trade quote, line by line — is the discipline that catches this.

The bottom row is the realistic worst case. A council inspector flagging the discrepancy at the final CCC inspection on unit 8 turns into a consent-variation exercise that backs up the practical completion across the whole development.

The clarification we recommended

A short scope-mapping memo to the head contractor's QS and the architect. The memo named three corrections under NZS 3910 §6 (Contract Administrator's instructions) and the architect's CA role: first, the architectural section A-30 amended to bevel-back to match the elevations and the consent set; second, the painted-finish specification §0840 amended to align with the bevel-back manufacturer's coating warranty schedule; third, the cladding sub-contract scope re-issued with the bevel-back as the binding profile and the rusticated quote-line as a credit variation.

Net effect: a $200-400 credit variation from the cladding sub (rusticated is marginally more expensive than bevel-back), and a clean documentation chain across the eight units. The drawing re-issue cost a small architectural fee. Nothing else.

FAQ — group-home cladding spec ambiguity on Manukau developments

Q1: How common are internal contradictions in group-home architectural sets? Common. Most group-home documentation is adapted from an earlier scheme with drawing-set inheritance — elevations from one revision married to sections from another. The fixed-price economics push the architect to release quickly, and one round of scope-mapping at tender catches most of it.

Q2: Why does the consent-stamped set prevail? Under the Building Act 2004, the consenting authority issues consent against a specific set of plans. Construction against a different set requires a §45 amendment to the consent. The consent-stamped set is the binding version for compliance and inspection purposes.

Q4: Does the painted-finish coating warranty really matter on a Manukau group-home? Yes. The cladding manufacturer's 15-year coating warranty conditions specify the primer system and the topcoat schedule. A non-compliant paint system voids the warranty — and a future weathertightness claim under E2 will reference the manufacturer's data sheet as evidence of departure from manufacturer's instructions.
